Wholesale VoIP termination services typically come in two flavors: A-Z rate deck VoIP termination or flat-rate VoIP termination.

Most enterprise or carrier grade termination utilizes SIP, or Session Initiated Protocol. Wholesale SIP termination is achieved by connecting your SIP server to a softswitch through an IP connection, so than a call initiated over IP can be translated to a call over the PSTN.

Wholesale VoIP/SIP termination is great for enterprises looking to converge and consolidate their voice and data infrastructure. Consolidation not only makes management easier, but can also bring cost savings, as your organization will no longer have to worry about managing two different sets of circuits, equipment, vendors and staff.

Wholesale A-Z VoIP Termination


Wholesale A to Z termination is a service for which you are billed a different rate depending on the NPA-NXX (the first 6 digits of a phone number). The combined database of dial code and termination price is called a "rate deck". Typically, calls to "NFL cities" (RBOC territories), or other major metropolitan areas, our customers can enjoy extremely low minutes (typically around half a penny, or lower depending on volume).

Wholesale A to Z termination are great for businesses that:

Wholesale Flat Rate VoIP Termination


A flat rate termination plan differs from A to Z rate deck-based termination in that the rate is constant no matter where you call. This is especially great for businesses who do not want to micro-manage their phone traffic, and do not want to be "surprised" by the phone bill at the end of the month. Flat rate termination is a great option for businesses with large call volumes but do not want to expend resources on policing telecommunications costs.

One downside of flat-rate termination is the introduction of various service clauses that, when violated, incur additional fees. By offering a predictable rate, a carrier can only provide a predictable service. Common limitations include an 80/20 rule, which states that 80% of calls must be terminated in certain low-cost RBOC areas (or, NFL cities). Other limitations may include limitation of calls per second (CPS), penalty for short-duration calls (ACD) and low answer rate (ASR). VoIP Termination Rates, Taxes and Penalties


VoIP Termination rate decks come in various tiers based on volume, and tiers vary from carrier to carrier. SplinterRock has access to rate decks from multiple carriers, and find the best termination rates based on your usage.

USF (Universal Service Fund) tax may be applicable unless the carrier has that bundled in its price. Usually, carriers either bundle the USF into their price schedule, or pay a small portion and pass the rest onto their customer. There are also two more common penalties for trying to complete calls to numbers that don't exist, or have extremely short duration calls (less than 6 second). Processing calls take resources, and if the carrier does not make a profit processing your calls because of low ASR or ACD, you may be penalized.
